Strategy
A one-page strategy framework that forces creative software choices into view
A one-page strategy framework for creative software decisions, linking an outcome, audience barrier, proposition, workflow choice and measure.
Use one page to connect a business outcome to an audience barrier, a creative proposition, the role of each channel, a production choice and a measure. If the page cannot explain why a proposed feature or licence changes the outcome, the team is choosing software before it has a strategy.
What to take away
- A one-page strategy must connect outcome, barrier, proposition, channel role, production hypothesis and measure.
- Name a baseline source, owner and calculation beside the target to avoid false precision.
- List what the team will not do and note the consequence to allocate scarce attention.
- Set review points before purchase, after a workflow test and after a bounded live pilot.
- Approve the page only when owners accept trade-offs in writing.
Complete six connected fields
- Outcome:the business or audience change, baseline and deadline.
- Barrier:verified evidence about why the current process or message fails.
- Proposition:the useful promise the creative must communicate or enable.
- Channel role:what each selected placement contributes to the journey.
- Production hypothesis:the workflow change to test, including what will remain manual.
- Measure and decision rule:the observation that will trigger continue, revise or stop.
Field / Completed example
- Outcome
- Reduce approved assets that miss the booked specification, with baseline source, owner and deadline named.
- Barrier
- Verified evidence that briefs arrive without channel specifications.
- Proposition
- One governed template per format.
- Channel role
- Channel specialist confirms specifications for each placement.
- Production hypothesis
- Template governance and approval tooling cut rework; regulated claims stay manual.
- Measure and decision rule
- Compare rework rate with baseline, then continue, revise or stop.
- Template
- keep these fields in a one-page template or downloadable one-pager.
- Software categories to consider
- template governance, approval tooling, digital asset management and creative automation.
Write the outcome without naming a tool
Begin with the change required and a time boundary. "Cut the proportion of approved assets that miss their booked specification" can be observed. "Deploy a creative platform" is an activity. Record the baseline source, owner and calculation beside the target; otherwise a precise percentage gives only an appearance of rigour.
The Government Functional Standard for Communication links planning, delivery and evaluation within accountable governance. Its traceable line from objective to assessment applies to government organisations rather than every English advertiser.
The public-sector OASIS campaign guide is a planning prompt for objectives, audience insight, strategy, implementation and scoring, not evidence that its sequence produces better commercial campaigns.

Force the choices into view
List what the team will not do. A plan might favour a smaller set of governed templates over unlimited variants, or a manual approval gate over automatic publication. Note the consequence: slower output, narrower coverage or more reviewer time. Strategy becomes useful when it allocates scarce attention instead of collecting aspirations.
For every production choice, name an owner and a dependency. The maker controls asset construction; a channel specialist confirms specifications; a qualified reviewer handles regulated claims; a measurement owner protects the comparison.
The GCS strategic communication guide frames strategy as ends, ways and means for government communication, so commercial teams should adapt the logic without claiming compliance.
Review at evidence changes
Set review points before purchase, after a synthetic-asset workflow test and after a bounded live pilot.
Review points before purchase and pilot
- Before purchaseset review point
- After synthetic-asset testcheck barrier and risk
- After bounded live pilotdecide continue, revise or stop
At each, ask whether the barrier persists, whether the chosen intervention added new risk and whether the measure can answer the decision. Stop if the baseline cannot be reproduced, essential approval evidence is lost or the pilot requires unapproved personal or client data.
Keep earlier versions of the page. A dated change log shows whether strategy drove the tool decision or was rewritten afterwards to justify it.
Stress-test the page before approval
Ask someone outside the project to trace a proposed feature backwards. They should be able to move from the production hypothesis to the barrier, from the barrier to dated audience evidence, and from the measure to the stated outcome. Any missing link becomes a research task, not a line to complete from opinion.
Stress-test the strategy page
Can an outsider trace feature to barrier to evidence to measure?
approve only when owners accept trade-offs in writing
missing link becomes a research task, not an opinion
Then run a constraint review. Remove half the available production time and decide what remains essential.
Remove access to one expected data source and test whether the decision can still be evaluated. Imagine a regulated claim fails review after concept development. Find the cheapest point at which the plan could change direction. These exercises do not predict results; they show whether the strategy contains real priorities and recovery routes.
Approve the page only when the owners accept the trade-offs in writing. A stakeholder who wants another channel, variant or automated step should identify which existing priority moves down and why.
Before you act
- Write the outcome as a change with a deadline.
- Record baseline source, owner and calculation.
- Complete all six connected fields on one page.
- List what the team will not do and the consequence.
- Name an owner and dependency for each production choice.
- Stress-test the page before approval.
Common questions
What should a one-page strategy framework connect?
It should connect a business outcome to an audience barrier, a creative proposition, the role of each channel, a production choice and a measure.
Why is a precise percentage without a baseline source a problem?
A precise percentage gives only an appearance of rigour if the baseline source, owner and calculation are not recorded beside the target. Without that context, the number cannot be verified or reproduced, so it fails to support a traceable line from objective to assessment.
When should review points be set?
Set review points before purchase, after a synthetic-asset workflow test and after a bounded live pilot. At each point ask whether the barrier still exists, whether the chosen intervention caused new risk and whether the measure can answer the decision. Stop if the baseline cannot be reproduced or essential approval evidence is lost.
